About the Founder & CEO
Founder & CEO | Former SES | Cybersecurity & Digital Transformation Expert
As Founder & CEO of The Muse Group, L.L.C., Avery Q. Muse, Sr. brings decades of leadership experience in federal IT modernization, cybersecurity, and digital transformation. A former Senior Executive Service (SES), Avery has led IT initiatives across multiple sectors at HHS, U.S. Capitol Police, U.S. Marshals Service, and the Defense Information Systems Agency (DISA), driving mission-critical technology advancements for government agencies and defense organizations.
About the Founder & CEO
Avery’s tenure as Executive Director for the Office of IT Operations at HHS revolutionized the department’s IT strategy. He introduced the Total Experience (TX) framework, integrating customer, employee, user, and omnichannel experiences across HHS’s $8.9 billion IT ecosystem. His leadership resulted in:
- Enhanced collaboration & productivity across federal IT networks
- $8 million in annual savings through strategic cost optimization
- Cybersecurity innovation with a 90% Zero Trust implementation rating
Through his visionary approach, Avery positioned HHS as a leader in government IT modernization, transforming federal digital infrastructure and security protocols.
Leadership Across Critical Federal Agencies
Before joining HHS, Avery served as Deputy Chief Information Officer (DCIO) at the U.S. Capitol Police, spearheading modernization efforts to enhance IT service
delivery and agency-wide security infrastructure. As Chief of Service Delivery at USMS, he led:
- Cloud-based enterprise solutions & optimized networks
- Industry-leading IT service management (ITSM) processes
- Strategic technology initiatives to close federal capability gaps
His contributions strengthened mission-critical IT operations for federal law enforcement, improving system efficiency and responsiveness.
Global & Defense IT Expertise
Avery’s international experience includes serving as DISA Europe’s Plans & Programs Division Chief, where he led multinational cybersecurity and C4 systems initiatives. His work with NATO Consultation, Command and Control Board (C3B) reinforced global cybersecurity collaboration and enhanced U.S.-NATO information-sharing capabilities.
At DISA headquarters, Avery institutionalized the operational framework for DISA’s multi-billion-dollar IT enterprise, setting new standards for enterprise-wide IT strategy and resilience.

Avery’s leadership extends beyond IT strategy—his commitment to public service is rooted in his military career as a U.S. Navy Communications Specialist. His contributions have earned him top federal and military honors, including:
